Caleb R. Troxclair is the founder and principal attorney at Troxclair PC. He has expertise in energy, utility, regulatory, and legislative law and policy.  

Caleb represents clients across various sectors with many different needs, maneuvering state regulatory agencies and the Texas Legislature. He spends time offering advice and counsel to clients on business, public relations, and government affairs strategies.

Prior to founding Troxclair PC, Caleb served as Chief of Staff and Legal Counsel to the Chairman of the Texas Railroad Commission, Texas’ oil & gas regulatory body.  In this role he advised the Chairman on complex legal and policy issues impacting Texas’ energy sector, as well as assisted in running the nearly 800-person agency.  

Before joining the Railroad Commission, Caleb was Chief of Staff to a Texas state representative where he helped to pass and implement many energy and utility-related bills into law.  In addition to his role as Chief of Staff, Caleb also served as Committee Clerk to the Texas House Committee on Regulated Industries, which had jurisdiction over telecommunications and electricity policy-related legislation.

Caleb received his undergraduate degree in Political Science from Texas A&M University-Kingsville and his JD from the University of Texas-Austin. He and his wife, Ellen, reside in the Austin area with their three children.
